The following parking regulations are intended for the benefit, safety and convenience of The College of Saint Rose community. All permit holders are responsible for reading and understanding these regulations. To maximize the use of available parking spaces, the Department of Safety and Security will strictly enforce the regulations.

Parking Regulations
& Information

A vehicle registration permit does NOT guarantee you a parking space on campus. All parking is on a first-come, first-served basis. The College of Saint Rose assumes no responsibility or liability for vehicles parked in campus parking areas.

Safety Tips
Campus Security would like to remind you of the following steps to ensure your personal safety.

Do not walk alone

Use the Campus Escort Service when walking
at night between campus buildings or parking lots!

Always use the Campus Shuttle service when traveling between the main campus and Picotte Hall!

Alert Campus Security immediately if you need assistance or see any suspicious activity!

24 hours a day at:
ext. 5187, *25 or by using one of the blue light phones!

 

 

General Requirements

  • Vehicle registration permit decals are required on all vehicles and are not transferable. A valid driver’s license, vehicle registration and current Saint Rose identification card (ID) are required to register a vehicle.
  • First-year students, residing on campus, may not register or park any vehicles on campus.
  • All outstanding fines must be paid prior to receiving a new decal.
  • Two permit decals per individual are allowed. The cost for the first decal is $25.00 and an additional decal is $10.00 (same registered owner). If the requested vehicle is sold or destroyed, a replacement permit decal can be obtained free of charge with the return of the old permit decal, otherwise a $10.00 fee will be charged for replacement.
  • Temporary Permit window placards, issued for a maximum of 7 days, are available, with justification, at the Department of Safety and Security.
  • The speed limit on campus is 10mph.
  • All roadways are fire-lanes and are designated no parking areas.
  • Under NO circumstances is a faculty or staff member to purchase or loan a faculty/staff vehicle registration permit decal to a student.

Handicap Parking
All cars parked in Handicapped spaces must have a valid College of Saint Rose vehicle registration decal AND a valid NYS issued Handicapped Parking Permit. Handicapped Parking Permits must be obtained from state or local government.

Fines
All fines are $25.00 per violation. Appeals must be filed at the Department of Safety and Security, within thirty (30) days. Tickets not appealed or paid within thirty (30) days will not be heard by the Appeals Board.

Towing
All vehicle parked on campus must have a current Saint Rose Vehicle Registration Decal. Any vehicle with three or more unpaid parking tickets is subject to being towed by a private towing company. The vehicle owner pays all towing and storage fees directly to the towing company.

City Street Parking
The Albany Police may ticket or tow your vehicle if parked illegally on City streets. Read all traffic control signs carefully.

Snow Removal Policy
All individuals parking on campus are required to observe and obey emergency snow removal policies as posted by the Department of Safety and Security. Failure to comply may result in vehicles being removed from campus. Additionally, the city of Albany may declare snow emergencies. The City phone number for snow emergency information is 476-SNOW.

Display of Decals
Vehicle registration decals must be displayed on the window’s interior on the back seat, driver’s side window. Decals correspond with the academic year, not calendar year.

 

Purchasing Parking Permits
Parking permit applications may be obtained at the Department of Safety and Security Monday – Friday, 8:00am – 4:00pm, or on the College website. For information on parking permits call 454-5187.

Temporary Parking Permits
Temporary parking permits may be issued for a maximum of one week per permit holders using a vehicle other than the registered vehicle. Temporary permits may also be issued for guests of the college. Temporary permits may be obtained at the Department of Safety and Security.

Free Parking Permits
As part of its revised parking management system, The College of Saint Rose is offering free parking permits to qualifying members of the campus community. The Lutheran Church Parking Lot, at 181 Western Avenue and the Church of Saint Vincent De Paul Parking Lot, 900 Madison Avenue are both free parking for college students and staff.

There are 40 reserved parking spaces available in the Lutheran Parking Lot and 66 reserved parking spaces available in the Church of Saint Vincent de Paul Parking Lot. These parking lots are open from 7 am to 11 pm, Monday through Friday. The College Shuttle bus will provide scheduled pick up and drop off service during times to be determined, at Western Avenue and Quail Street, to the Lutheran Parking Lot.

Eligible people who take advantage of this offer will have a reserved parking space in one of these lots. If you accept the offer of a free parking space in one of these lots, you must agree that this will be the only lot in which you will park. On the occasions when either parking lot is closed for Church business, permits will be honored in most of the other College of Saint Rose parking lots.

These parking permits are available to those who have a valid ’05 –’06 College of Saint Rose parking permit and will be issued on a first come, first served basis. Applications must be made in person at the Department of Safety and Security’s Parking Office, in Lima Hall.
